Singapore Visa for Turkmen Passport Holders in Dubai

Turkmenistan appears on Singapore’s official list of countries whose nationals require a visa to enter. An ordinary Turkmen passport therefore needs a Singapore entry visa for any visit, and there is no self-service e-Visa route available — the application must go through an accredited submitter.

Singapore operates a sponsor-based visa system for visa-required nationalities, including Turkmenistan. The application must be submitted electronically through ICA’s SAVE system by an ICA-accredited authorised agent, a registered strategic partner, or a local contact in Singapore. The agent has secured access to the ICA portal and submits on your behalf; an unaccredited agent cannot submit at all.

When approved, ICA issues an electronic In-Principle Approval (IPA) letter rather than a passport sticker. Print it and carry it with your Turkmen passport; the entry visa lets you seek entry, and ICA grants the Visit Pass — commonly up to 30 days — at the checkpoint.

ICA requires every supporting document in English, and Turkmen applicants typically hold documents in Turkmen or Russian, so certified English translations are needed. Separately, obtaining and legalising certain Turkmenistan-issued civil documents can take longer than for many other nationalities — plan ahead and confirm the current document requirements with your authorised agent before you commit to travel dates. Where a specific home-country document is difficult to obtain, do not rely on assumptions; confirm what ICA will accept rather than submitting an incomplete file.

Turkmenistan is named on Singapore’s Visa-Free Transit Facility (VFTF) list, which is often mistaken for visa-free entry. The VFTF is transit-only — up to 96 hours — and applies only if you hold a valid visa or long-term pass for Australia, Canada, Germany, Japan, New Zealand, Switzerland, the UK or the US. A UAE residence visa does not qualify, and the VFTF never covers a normal visit. For any visit to Singapore, a Turkmen passport holder needs the standard entry visa.
