Vietnam Makes Digital Arrival Card Mandatory at Ho Chi Minh City — In Effect from 15 April 2026
Effective 15 April 2026, all foreign nationals arriving at Tan Son Nhat International Airport (Ho Chi Minh City) must submit a Vietnam Digital Arrival Card online before reaching immigration. The free declaration is hosted on the official government portal at prearrival.immigration.gov.vn and must be completed within 72 hours of arrival. It generates a QR code that travellers must show to immigration officers. The card does NOT replace visa requirements — it is an additional pre-arrival step that applies to e-visa holders, visa-on-arrival travellers, and visa-exempt nationals alike. OraVisa explains who is affected, how to submit, and what UAE residents need to do.
What Changed on 15 April 2026
On 15 April 2026, Vietnam's Immigration Department made the Digital Arrival Card mandatory at Tan Son Nhat International Airport (SGN) in Ho Chi Minh City. The system replaces the paper arrival card that travellers previously filled out on the plane or at immigration counters with an online pre-arrival declaration.
The declaration is free, hosted on the official government portal at prearrival.immigration.gov.vn, and must be submitted within 72 hours before arrival. Once approved, the system generates a QR code that travellers present to the immigration officer on landing.
Key Facts
- MANDATORY for all foreign travellers arriving at Ho Chi Minh City (Tan Son Nhat) airport from 15 April 2026.

- Vietnamese citizens on Vietnamese passports and pure transit passengers are exempt.
How to Submit the Vietnam Digital Arrival Card
- 1Visit the official portal: prearrival.immigration.gov.vn (only this URL — avoid lookalike third-party sites).
- 2Step 1 — Personal details: enter your passport data, full name, date of birth, nationality, contact information, visa type and number.
- 3Step 2 — Travel arrangements: enter your flight number, departure country, purpose of visit, transport mode, accommodation address in Vietnam, and planned departure date.
- 4Step 3 — Email verification: receive an OTP code to your email and enter it on the portal.
- 5Step 4 — Confirmation: the system generates a QR code. Save it to your phone (screenshot or PDF) and/or print a copy.
- 6On arrival at HCMC airport: show the QR code to the immigration officer. They scan it to retrieve your declaration. Standard immigration process follows.

What This Means for UAE Residents
All UAE residents flying directly to Ho Chi Minh City are affected, regardless of nationality. This includes Emirati, Indian, Pakistani, Filipino, Bangladeshi, Egyptian, Nigerian, British, American, and all other passport holders living in the UAE.
Direct flights from Dubai to Ho Chi Minh City — operated by Emirates and Vietnam Airlines — all land at Tan Son Nhat (SGN), which is the only airport currently enforcing the digital arrival card. If you fly to Hanoi or Da Nang via a connection, the card is not yet required at those airports — but Vietnam may expand the system.
Practical Tips for UAE Travellers
- Submit the digital arrival card 24–48 hours before your flight — the portal only accepts dates within the next 72 hours.
- You still need a valid Vietnam visa or e-visa. The digital arrival card is in ADDITION to your visa, not a replacement.
- Save the QR code to your phone in airplane mode (offline access) — Wi-Fi at HCMC airport may be unreliable.
- If you have a connecting flight to Hanoi or Da Nang via HCMC, the digital arrival card is required because you clear immigration at HCMC.
- Travelling with family? Each person needs their own declaration and QR code, including children.
- If you forget to submit before arrival, you may still complete it at the airport — but expect significant delays in immigration queues.
What You Should Do Before Flying
- 1Confirm your Vietnam visa is valid (e-visa, visa-on-arrival authorisation, or visa-exempt eligibility based on your nationality).
- 2Check your flight arrival airport. If it is Tan Son Nhat (SGN, Ho Chi Minh City), the digital arrival card is mandatory. If it is Noi Bai (HAN, Hanoi) or Da Nang (DAD), it is not yet required — but verify before travel as the policy may expand.
- 3Within 72 hours before arrival, visit prearrival.immigration.gov.vn and complete the declaration.
- 4Save the QR code to your phone (screenshot AND PDF) and email it to yourself as a backup.
- 5Print a paper copy if possible — phone batteries die at the worst times.
- 6If travelling as a family, complete a separate declaration for each person including children.
- 7Allow extra time at HCMC airport during the rollout phase — immigration officers and travellers are still adjusting to the new process.

Frequently Asked Questions
Is the Vietnam Digital Arrival Card mandatory?
Yes. From 15 April 2026, the digital arrival card is mandatory for all foreign nationals arriving at Tan Son Nhat International Airport (Ho Chi Minh City). It is currently NOT required at Hanoi (Noi Bai) or Da Nang airports, but Vietnam may expand the system to other entry points. Failure to submit before arrival can result in significant delays at immigration.
Does the digital arrival card replace my Vietnam visa?
No. The digital arrival card is an ADDITIONAL pre-arrival declaration — it does NOT replace any visa or entry permit. You still need a valid Vietnam e-visa, visa-on-arrival authorisation, or visa-exempt eligibility based on your nationality. The card simply replaces the paper arrival form that travellers previously filled out.
How much does the Vietnam digital arrival card cost?
The digital arrival card is FREE. The Vietnam Immigration Department does not charge for the declaration. Be aware of unofficial third-party websites that may charge a fee — only use the official portal at prearrival.immigration.gov.vn.
When should I submit the Vietnam digital arrival card?
Submit within 72 hours before your arrival in Vietnam. The official portal only allows you to select arrival dates within the next three days, so it cannot be filled out far in advance. We recommend submitting 24–48 hours before your flight to ensure all information is accurate and you have your QR code ready.
Do I need the digital arrival card if I am flying to Hanoi or Da Nang?
Currently, no. The digital arrival card is only mandatory at Tan Son Nhat International Airport (Ho Chi Minh City) as of 22 April 2026. However, the form fields suggest the system will expand to other Vietnamese airports. If you have a connecting flight via Ho Chi Minh City and clear immigration there, the card IS required.
What happens if I do not submit the digital arrival card before arriving?
You may still be allowed to enter Vietnam, but you will face significant delays at immigration. Officers may direct you to complete the declaration at the airport, which can take 30–60 minutes during peak travel periods. To avoid delays, submit the card before your flight.
