Singapore Visa for Russian Passport Holders in Dubai

Russia appears on Singapore’s official list of countries whose nationals require a visa to enter. An ordinary Russian passport therefore needs a Singapore entry visa for any visit, and there is no self-service e-Visa route a Russian traveller can use alone.

Singapore operates a sponsor-based visa system for visa-required nationalities, including Russia. The application must be submitted electronically through ICA’s SAVE system by an ICA-accredited authorised agent, a registered strategic partner, or a local contact in Singapore. The agent has secured access to the ICA portal and submits on your behalf; an agent without genuine accreditation cannot submit at all — and unofficial websites selling a “Singapore e-Visa for Russians” are not legitimate.

On approval, ICA issues an electronic In-Principle Approval (IPA) letter rather than a passport sticker. Print it and carry it with your Russian passport; the entry visa lets you seek entry, and ICA grants the Visit Pass — commonly up to 30 days — at the checkpoint.

ICA requires every supporting document in English, and Russian applicants typically hold documents in Russian, so certified English translations are needed. For the financial side of the file, the most reliable and consistent approach is to use your UAE salary account and UAE bank statements, which your bank can issue in English. Building the file around your UAE income and residency keeps it straightforward for ICA to assess.

Russia, as a member of the Commonwealth of Independent States, is eligible for Singapore’s Visa-Free Transit Facility (VFTF) — which is frequently mistaken for visa-free entry. The VFTF is transit-only, up to 96 hours, and applies only if you hold a valid visa or long-term pass for Australia, Canada, Germany, Japan, New Zealand, Switzerland, the UK or the US. A UAE residence visa does not qualify, and the VFTF never covers a normal visit. For any visit to Singapore, a Russian passport holder still needs the entry visa.
