Philippines eTravel Registration from Dubai: Step-by-Step

The Philippines eTravel system was introduced as a permanent digital health and travel declaration platform in 2023, replacing the earlier One Health Pass system that had been implemented during the COVID-19 pandemic. Unlike many countries that have since wound down pandemic-era travel registration systems, the Philippines made eTravel a permanent fixture — a government decision aimed at modernising port of entry processing and improving passenger flow management at Philippine airports.

From a traveller's perspective, eTravel serves two main functions: it streamlines the arrival process by allowing Philippine immigration to pre-screen passenger information before arrival, and it maintains a digital health and travel history record. The system is operated by the Department of Information and Communications Technology (DICT) of the Philippines and is accessible at etravel.gov.ph.

Before you open the eTravel portal, gather the following information. Having everything to hand makes the registration process smooth and reduces the risk of errors that require you to start over.

1. 1Your passport: bio-data page details — surname, given name(s), date of birth, nationality, passport number, passport expiry date. For travellers with a Philippine passport and also a foreign passport (dual status), use the passport you will present to Philippine immigration.
2. 2Your flight information: airline name (e.g. Emirates, Philippine Airlines, Cebu Pacific), flight number (e.g. EK 334), date of departure from Dubai, date of arrival in the Philippines.
3. 3Your Philippine address: hotel name, complete hotel address, city and province. If staying with family or friends, the complete residential address including house number, street, barangay, city, and province.
4. 4Emergency contact: a person the Philippine government can contact in an emergency — their full name, relationship to you, and a contact phone number (can be a UAE or Philippine number).
5. 5Health declaration information: whether you are currently taking any medications for chronic conditions, and a general declaration of your current health status. There are no trick questions — the declaration is a straightforward health check.

Tip: Complete your hotel booking before doing eTravel registration — you will need the confirmed hotel name and address. If you have not yet booked accommodation, complete the booking first and then register on eTravel.

Follow these steps to complete your eTravel registration for the Philippines from Dubai. The entire process takes approximately 5 to 10 minutes on a smartphone, tablet, or computer with a stable internet connection.

1. 1Step 1 — Open the official portal: Navigate to etravel.gov.ph in your browser. This is the only official Philippine government eTravel portal. Check the URL carefully — avoid lookalike sites such as "e-travel.ph" or "etravelph.com" that are third-party services.
2. 2Step 2 — Create an account or log in: If this is your first time, click "Register" or "Sign Up" to create a free account using your email address. If you have registered before, log in with your existing credentials. Your account stores previous registrations — useful for repeat travellers.
3. 3Step 3 — Start a new eTravel registration: From the dashboard, click "New Registration" or "Register for eTravel". This starts the multi-step registration form.
4. 4Step 4 — Enter personal information: Enter your details exactly as they appear in your travel passport — surname, given name, middle name (if applicable), date of birth, gender, nationality, and passport number. Any mismatch between your registration and your passport will cause problems at the airport.
5. 5Step 5 — Enter travel details: Select your mode of travel (air), enter your arrival port in the Philippines (e.g. Ninoy Aquino International Airport - Manila, Mactan-Cebu International Airport, etc.), enter your flight details (airline and flight number), and your departure date from Dubai.
6. 6Step 6 — Enter your Philippine address: Provide the complete address where you will be staying in the Philippines — hotel name, address, city/municipality, and province. If staying with family, enter their complete residential address.
7. 7Step 7 — Complete the health declaration: Answer the health questions honestly. These are simple yes/no questions about current symptoms and medications. Do not leave any field blank.
8. 8Step 8 — Enter emergency contact: Provide the name, relationship, and contact number of your emergency contact.
9. 9Step 9 — Review and submit: Review every field carefully before clicking Submit. Correct any errors at this stage — corrections after submission require starting a new registration.
10. 10Step 10 — Download your QR code: After successful submission, your eTravel QR code is generated and displayed. Download it, save it to your photos, and optionally email it to yourself. Print a copy as a backup. This QR code is what airlines and immigration will scan.

Your eTravel QR code is linked to your specific flight and travel date. If your flight changes after registration — for example, if your flight is rescheduled or you change airlines — you must complete a new eTravel registration with the updated flight details.

For Filipinos holding both a Philippine passport and a foreign passport (for example, former Filipinos who also carry UAE or US passports), register using the passport you will present to Philippine immigration. If you are claiming the Balikbayan privilege on a foreign passport, register on eTravel with your foreign passport details — not the old Philippine passport.

OFWs returning from Dubai should note: the OEC (Overseas Employment Certificate) requirement for Balikbayan is handled separately at the immigration counter — it is not part of the eTravel registration. Complete eTravel first; then present your OEC at the immigration counter on arrival.
