US ESTA Selfie & Photo Checks Are Tightening — What UAE-Based Travellers Need to Know

US authorities are tightening ESTA photo and selfie checks. CBP already uses a selfie for facial matching, and a December 2025 Federal Register proposal would require applicants to upload a selfie on the ESTA website in addition to the passport-page photo (public comment closed February 2026; not yet finalised as of June 2026). What Is Changing with ESTA Photo Checks

The ESTA application at esta.cbp.dhs.gov requires a facial photograph, which CBP uses to verify that the applicant is the rightful holder of the passport. CBP is tightening this validation: a December 2025 Federal Register proposal would explicitly require applicants to upload a selfie on the ESTA website, in addition to the photo of the passport biographic page.

CBP has stated that poor-quality photo uploads were being used to bypass facial-comparison screening, which is driving the tighter approach. Applicants should expect their photo to be checked against the passport image, so uploading a clear, compliant facial photo matters.

The ESTA Mobile app already matches a live selfie against the passport photo using CBP's Traveler Verification Service (with liveness detection). CBP's December 2025 proposal would extend selfie submission to the ESTA website as well — a change that, as of June 2026, was still under review rather than finalised.

What Happens If Your Photo Is Rejected?

If your uploaded image does not meet the requirements, you will be asked to provide a compliant one. Common reasons a photo is flagged include the face not being clearly detectable, a non-compliant background, or signs of editing or filters.

Submitting non-compliant images can delay your application, so it is worth getting the photo right the first time — well before your travel date.

Who Is Affected — And Who Is Not

ESTA is only used by nationals of the 42 countries in the US Visa Waiver Program (VWP). If your passport country is not on the VWP list, you apply for a regular B1/B2 visa instead — and this ESTA change does not affect you.

UAE Impact Assessment

  • British, Australian, Japanese, South Korean, and most European passport holders living in the UAE ARE affected — they use ESTA for US trips.
  • Emirati (UAE) passport holders are NOT affected — the UAE is not a VWP country. Emiratis apply for B1/B2 visas through the US Embassy.
  • Indian, Pakistani, Filipino, Egyptian, Bangladeshi, Nigerian passport holders are NOT affected — they also apply for regular US visas, not ESTA.
  • If you hold dual nationality and one passport is from a VWP country, the ESTA photo rules apply when you use that passport.

How to Get Your ESTA Photo Right

  1. 1Take a new photo specifically for your ESTA application — do not scan or photograph your passport page.
  2. 2Use a plain white or light-coloured wall as your background. Avoid patterned wallpaper or windows.
  3. 3Face the camera directly with a neutral expression. Keep your mouth closed and eyes open.

Bigger Picture — What Else Is Coming for ESTA

The stricter photo checks are part of a broader overhaul of the ESTA system. In December 2025, CBP published a Federal Register notice proposing several additional changes that could take effect from mid-2026 onwards.
