US ESTA Portal Now Enforces Stricter Photo Checks — What UAE-Based Travellers Need to Know

Since April 1, 2026, the official US ESTA application portal has introduced a new popup-based photo validation system that enforces stricter selfie requirements. Applicants from 42 Visa Waiver Program countries — including the UK, Australia, Japan, South Korea, and several European nations — must now upload a fresh, compliant facial photograph that meets specific lighting, background, and no-filter standards. Reusing your passport photo will likely trigger rejection. OraVisa explains who in the UAE is affected, what the new rules are, and how to get your photo right.

What Changed on the ESTA Portal

Since April 1, 2026, the official US ESTA portal at esta.cbp.dhs.gov has introduced a new popup window that appears during the photo upload step of the application. This popup provides detailed guidance on how the selfie must be taken — and actively rejects images that do not meet the requirements.

Previously, the photo upload was treated as a minor formality with flexible enforcement. The new system validates your image against specific technical criteria before allowing you to proceed. If the photo fails, a second popup appears with correction instructions.

This change aligns the ESTA website with the stricter requirements already enforced on the ESTA Mobile app, which uses liveness detection software to verify that the submitted image matches the passport holder.

What Are the New Photo Requirements?

The ESTA portal now requires a fresh, passport-style colour photograph taken specifically for the application. You cannot simply reuse or scan your existing passport photo — doing so may trigger an automatic rejection.

What Happens If Your Photo Is Rejected?

If your uploaded image does not meet the requirements, a second popup window appears. This window explains what went wrong — face not detected, background not compliant, image appears filtered, or photo matches the passport image too closely.

You will be asked to take a new photo and re-upload. If you continue to submit non-compliant images, your application may be delayed or rejected entirely. Some travellers have reported trip cancellations due to ESTA photo rejections when they could not resolve the issue in time.

Who Is Affected — And Who Is Not

ESTA is only used by nationals of the 42 countries in the US Visa Waiver Program (VWP). If your passport country is not on the VWP list, you apply for a regular B1/B2 visa instead — and this ESTA change does not affect you.

UAE Impact Assessment

  • British, Australian, Japanese, South Korean, and most European passport holders living in the UAE ARE affected — they use ESTA for US trips.
  • Emirati (UAE) passport holders are NOT affected — the UAE is not a VWP country. Emiratis apply for B1/B2 visas through the US Embassy.
  • Indian, Pakistani, Filipino, Egyptian, Bangladeshi, Nigerian passport holders are NOT affected — they also apply for regular US visas, not ESTA.
  • If you hold dual nationality and one passport is from a VWP country, the ESTA photo rules apply when you use that passport.

The 42 VWP countries include: Australia, Austria, Belgium, Chile, Croatia, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Israel, Italy, Japan, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Monaco, Netherlands, New Zealand, Norway, Poland, Portugal, Qatar, San Marino, Singapore, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, Taiwan, and the United Kingdom.

How to Get Your ESTA Photo Right

  1. 1Take a new photo specifically for your ESTA application — do not scan or photograph your passport page.
  2. 2Use a plain white or light-coloured wall as your background. Avoid patterned wallpaper or windows.
  3. 3Face the camera directly with a neutral expression. Keep your mouth closed and eyes open.
  4. 4Remove glasses, hats, and any accessories that cover your face, forehead, or ears.
  5. 5Use natural daylight or even artificial lighting. Avoid direct flash that creates harsh shadows.
  6. 6Do not apply any filters, beauty modes, or editing. Upload the original image as taken.
  7. 7If using a smartphone, hold it at eye level at arm's length. Alternatively, use a professional photo booth or a passport photo app.
  8. 8Upload the photo in JPEG format. Ensure the file is clear and not blurry.

Bigger Picture — What Else Is Coming for ESTA

The stricter photo checks are part of a broader overhaul of the ESTA system. In December 2025, CBP published a Federal Register notice proposing several additional changes that could take effect from mid-2026 onwards.

  • Mandatory disclosure of social media accounts used over the past 5 years.
  • Collection of biometric data including facial recognition, fingerprints, and potentially DNA and iris scans.
  • Submission of IP addresses and geolocation data from the device used to apply.
  • Five-year telephone number history and 10-year email address history.
  • Family member details including names, dates of birth, and residencies.
  • Possible shift of all new applications to the ESTA Mobile app with liveness detection.

These proposals are under review following a public comment period that closed in February 2026. If approved, they would represent the most significant expansion of ESTA data collection since the programme launched in 2009.

Frequently Asked Questions

What are the new ESTA photo requirements in 2026?

Since April 1, 2026, the ESTA portal requires a fresh, colour selfie with a plain light background, neutral expression, no glasses, no filters, and even lighting. The photo must be new — you cannot reuse or scan your passport photo. A popup window validates the image before you can proceed with your application.

Can I reuse my passport photo for my ESTA application?

No. The new ESTA system specifically rejects photos that match or closely resemble the passport biographic page image. You must take a new photo for your ESTA application. Using a scan of your passport photo may result in your application being delayed or rejected.

What happens if my ESTA photo is rejected?

If your photo does not meet the requirements, a second popup window appears explaining what went wrong and how to correct it. You can re-upload a new photo. However, repeated failures may delay your application. Some travellers have reported trip cancellations due to ESTA photo issues when they could not resolve the problem before their departure date.

Do UAE residents need ESTA to visit the United States?

It depends on your passport. UAE nationals (Emirati passport holders) do NOT use ESTA — they need a regular B1/B2 visa from the US Embassy. However, British, Australian, Japanese, South Korean, and most European passport holders living in the UAE DO use ESTA for short US trips. Indian, Pakistani, Filipino, and most other nationalities also use the B1/B2 visa route, not ESTA.

What other changes are coming to ESTA in 2026?

CBP has proposed requiring social media account disclosure (5-year history), collection of biometric data (facial recognition, fingerprints), IP addresses, geolocation data, phone number history (5 years), email history (10 years), and family member details. These proposals are under review and could take effect from mid-2026 if approved. The stricter photo validation is the first visible step in this direction.
