New Zealand Adds a Graduate Work Visa and Expands Post-Study Work Rights — From 16 November 2026

From 16 November 2026, New Zealand introduces a new Short-term Graduate Work Visa giving eligible graduates six months of open work rights, and extends the Post Study Work Visa to graduate-diploma (NZQCF Level 7) holders who also hold a bachelor’s degree. What New Zealand Has Announced

Immigration New Zealand has announced two changes to its post-study work settings, both taking effect on Monday 16 November 2026. The first is a brand-new Short-term Graduate Work Visa offering six months of open work rights. The second extends eligibility for the existing Post Study Work Visa (PSWV) to graduates who have completed a graduate diploma at New Zealand Qualifications and Credentials Framework (NZQCF) Level 7. According to Immigration New Zealand, the aim is to support growth in international education while ensuring graduates are well placed to move into work that meets New Zealand’s skills needs.

The Short-term Graduate Work Visa is the route for graduates whose qualification does not make them eligible for a Post Study Work Visa — for example, NZQCF Level 5 to 7 study that is not a degree. It is designed as a bridge: time to look for work and, where appropriate, to move on to an Accredited Employer Work Visa. It is not available for English language, foundation, or bridging qualifications.

Who Qualifies for What

Affected

  • Post Study Work Visa (from 16 November 2026): graduate-diploma holders at NZQCF Level 7 who also hold a bachelor’s degree (completed in New Zealand or overseas, with no time limit), who studied full-time for the full duration of the qualification and were enrolled for its full duration, with no cross-crediting or recognition of prior learning.
  • Short-term Graduate Work Visa: graduates with an NZQCF Level 5 to 7 qualification (studied full-time for at least 24 weeks in New Zealand) that does not confer Post Study Work Visa eligibility. Applicants must show a minimum of NZD $5,000 in available funds, hold a valid medical certificate and chest X-ray as required for their intended stay, never have previously held either visa, and apply within 3 months of their student visa expiring.

Not affected

  • Holders of English language, foundation, or bridging qualifications — these do not qualify for the Short-term Graduate Work Visa.
  • Graduate-diploma holders who do not hold a bachelor’s degree and whose qualification is not listed in Appendix 13 — they are not eligible for a Post Study Work Visa (but may apply for the Short-term Graduate Work Visa instead).

Conditional

  • Graduate-diploma holders without a bachelor’s degree may still qualify for a Post Study Work Visa if their qualification is listed in Appendix 13 of the Immigration Operational Manual and they work in the specified occupation.
  • Applicants whose study was supported under the New Zealand Scholarship Programme need written approval from the Ministry of Foreign Affairs and Trade or Education New Zealand.

Both visas are limited to one grant per lifetime. The Short-term Graduate Work Visa permits employment only — no business ownership or self-employment — and its holder cannot support a partner for a work visa or a child for a Dependent Child Student Visa. It is granted once, with no extensions.

What This Means for UAE Residents

The essentials for UAE residents

  • From 16 November 2026, New Zealand broadens graduate work options: a new 6-month Short-term Graduate Work Visa plus an expanded Post Study Work Visa for graduate-diploma holders.

If the goal is the longer Post Study Work Visa via a graduate diploma, the bachelor’s-degree requirement (or an Appendix 13 occupation) should be confirmed before enrolling. Students considering NZQCF Level 5 to 7 programmes that are not degrees should understand that the applicable route is the new six-month Short-term Graduate Work Visa, not the Post Study Work Visa.

I have a graduate diploma but no bachelor’s degree — can I still get a Post Study Work Visa?

Possibly. Graduate-diploma holders without a bachelor’s degree may still qualify for a Post Study Work Visa if their qualification is listed in Appendix 13 of the Immigration Operational Manual and they work in the occupation specified there. If the qualification is not on Appendix 13 and you do not hold a bachelor’s degree, you would not be eligible for the Post Study Work Visa, but you may be able to apply for the Short-term Graduate Work Visa instead.

Can the Short-term Graduate Work Visa be extended or support my family?

No. The Short-term Graduate Work Visa is granted once per lifetime and cannot be extended or reissued. Its holder cannot support a partner for a work visa or a child for a Dependent Child Student Visa, and it permits employment only — business ownership and self-employment are not allowed.

My New Zealand qualification is NZQCF Level 5 to 7 — which visa applies to me?
