Japan Confirms JESTA Pre-Travel Authorization System — Launching Fiscal Year 2028

Japan's government has officially confirmed JESTA (Japan Electronic System for Travel Authorization) — a new pre-travel authorization system launching during fiscal year 2028 (April 2028 to March 2029). Once active, citizens of approximately 72 visa-exempt countries — including the UAE, Qatar, the United Kingdom, the United States, Australia, South Korea, and Singapore — will need to obtain JESTA approval online before boarding flights to Japan. The bill was debated in Japan's House of Representatives Judicial Affairs Committee on 17 April 2026. JESTA is NOT a visa — it is a pre-screening system similar to the US ESTA, UK ETA, and EU ETIAS. Indian, Pakistani, Filipino, Bangladeshi, and Egyptian passport holders are NOT affected — they already require a regular Japan visa.

What Is Japan's JESTA System?

JESTA stands for "Japan Electronic System for Travel Authorization." It is a new online pre-travel authorization system that Japan is building to pre-screen visitors from visa-exempt countries before they board flights to Japan.

JESTA is modelled after the US ESTA (Electronic System for Travel Authorization) and the UK's ETA. It is NOT a visa — it is a pre-screening system that visa-exempt travellers must complete in addition to their normal travel documents.

JESTA at a Glance

  • Launching fiscal year 2028 (April 2028 to March 2029) — accelerated from the original 2030 target.
  • Required for citizens of approximately 72 visa-exempt countries, including the UAE, Qatar, UK, US, Australia, South Korea, and Singapore.
  • NOT required for nationalities that already need a Japan visa (Indian, Pakistani, Filipino, Bangladeshi, Egyptian, etc.).
  • Online application — submit basic personal and travel information before flying.
  • Cost not yet announced — likely in the range of comparable systems (US ESTA $21, UK ETA £20, EU ETIAS €20).
  • Validity period not yet announced — likely 2 to 3 years based on comparable systems.
  • Airlines can deny boarding to passengers without valid JESTA approval.

When Does JESTA Launch?

The Japanese government has set a target of fiscal year 2028 for the JESTA launch. Japan's fiscal year runs from April 1 to March 31, so the system is expected to go live somewhere between April 2028 and March 2029.

This is an acceleration from the original 2030 target. Justice Minister Keisuke Suzuki announced the brought-forward timeline in May 2025, and the bill was approved by the Japanese government in March 2026. Parliamentary deliberations began on 17 April 2026 in the House of Representatives Judicial Affairs Committee.

Who Needs JESTA?

JESTA will be required for citizens of approximately 72 countries that currently enter Japan visa-free for short stays (typically up to 90 days for tourism, business, or family visits).

The full list will be confirmed when JESTA launches, but it broadly mirrors Japan's current visa-exemption list. Major nationalities relevant to UAE residents that WILL need JESTA include:

  • UAE (Emirati passport holders)
  • Qatari passport holders
  • British passport holders
  • American passport holders
  • Canadian passport holders
  • Australian passport holders
  • South Korean passport holders
  • Singaporean passport holders
  • Most EU/EEA passport holders (France, Germany, Italy, Spain, Switzerland, etc.)
  • New Zealand, Israeli, Turkish, Cypriot passport holders

Nationalities that will NOT need JESTA (because they already require a Japan visa): Indian, Pakistani, Bangladeshi, Filipino, Egyptian, Nigerian, Iranian, Sri Lankan, Nepali, and most other nationalities currently requiring a visa to enter Japan.

How JESTA Will Work — Application Process

JESTA applications will be submitted entirely online — there is no embassy visit, no appointment, and no paper documents to submit. The system is designed to be quick and traveller-friendly.

  1. 1Visit the official Japanese government JESTA portal (URL to be announced closer to launch).
  2. 2Enter your personal details: name, date of birth, nationality, passport number.
  3. 3OCR passport scan: the system will automatically read your passport biographical page to reduce input errors.
  4. 4Provide travel information: purpose of visit, intended accommodation in Japan, length of stay.
  5. 5Facial photo capture: a facial image will be compared against your passport photo for identity verification.
  6. 6Pay the application fee (amount not yet announced).
  7. 7Receive your JESTA approval — likely within minutes for most applicants, with manual review possible for complex cases.

Once approved, your JESTA authorization is linked digitally to your passport. You do not need to print anything — airlines and Japanese border officials will verify your JESTA status electronically before boarding and on arrival.

For Emirati nationals and Western expats living in the UAE, JESTA adds a small cost (likely USD 10–25) and a brief online application to what is currently a passport-only entry process. It does not change visa-free status — it adds a pre-screening layer. For the majority of UAE residents (Indian, Pakistani, Filipino, Bangladeshi, Egyptian), nothing changes — you continue to apply for a Japan visa as normal.

What You Should Do Now

  1. 1Check if your nationality is on the JESTA list. If you currently enter Japan visa-free, you will likely need JESTA from fiscal 2028.
  2. 2If you need a Japan visa today (Indian, Pakistani, Filipino, Bangladeshi, Egyptian, etc.), JESTA does not affect you. Continue applying for your visa as normal.
  3. 3Travel to Japan before fiscal 2028 (i.e., before April 2028) does not require JESTA — current visa-free entry rules remain in place until launch.
  4. 4Watch for the official JESTA portal announcement from the Japan Immigration Services Agency (moj.go.jp) closer to launch.
  5. 5Ensure your passport has at least 6 months validity beyond your planned departure from Japan — JESTA approval will be linked to your specific passport.
  6. 6OraVisa will publish a step-by-step JESTA application guide once the official portal launches and the application process is finalised.

Frequently Asked Questions

What is Japan's JESTA system?

JESTA (Japan Electronic System for Travel Authorization) is a new pre-travel authorization for visa-exempt travellers visiting Japan. It launches in fiscal year 2028 (April 2028 to March 2029). It is NOT a visa — it is a pre-screening system similar to the US ESTA, UK ETA, or EU ETIAS. Once active, citizens of around 72 visa-exempt countries will need JESTA approval before boarding flights to Japan.

Do UAE nationals (Emiratis) need JESTA?

Yes. Emirati passport holders currently enjoy 90-day visa-free access to Japan. Once JESTA launches in fiscal 2028, Emiratis will need to obtain a JESTA authorization online before travelling. Visa-free access continues — JESTA simply adds a pre-screening step. The application is expected to take minutes online.

Do Indian or Pakistani passport holders need JESTA?

No. JESTA is only for nationalities that currently enter Japan visa-free. Indian, Pakistani, Bangladeshi, Filipino, Egyptian, Nigerian, and most other nationalities already require a Japan visa, so JESTA does not apply to them. Continue applying for a Japan visa through the embassy as normal.

When exactly does JESTA start?

JESTA launches during Japan's fiscal year 2028, which runs from 1 April 2028 to 31 March 2029. The exact launch date within that window has not been announced. Trips to Japan before April 2028 do not require JESTA — current visa-free entry rules remain in place until the system goes live.

How much will JESTA cost?

The Japanese government has not yet announced the JESTA fee. Officials have cited international benchmarks: US ESTA costs around USD 21, UK ETA costs £20, EU ETIAS costs €20, Canada eTA costs CAD 7, and Australia ETA costs AUD 20. The final JESTA fee will be set by ministerial ordinance after legislative passage.

Does JESTA replace the Japan visa requirement?

No. JESTA is only for nationalities that currently enter Japan visa-free. If your nationality requires a Japan visa today (such as Indian, Pakistani, Filipino, Bangladeshi, Egyptian passport holders), you will continue to apply for a Japan visa through the embassy. JESTA does not change visa requirements — it only adds a pre-screening step for visa-exempt travellers.
