Russia e-Visa for UAE Residents: Eligibility & Application

The Russia unified e-Visa (единая электронная виза) is an electronic travel authorisation issued by the Russian Ministry of Foreign Affairs. Unlike the traditional sticker visa, the e-Visa is issued digitally — you apply online, pay a fee, and receive an approval document by email that you print and carry with your passport.

The e-Visa was first introduced in 2017 as a limited regional pilot for visitors to specific Russian regions. After a pause during 2020–2022, it was relaunched in August 2023 as a nationwide unified e-Visa covering all of Russia, with an expanded list of eligible nationalities. As of 2026, it is the fastest and simplest route to Russia for eligible passport holders.

Eligibility for the Russia unified e-Visa is determined by your passport nationality — not your UAE residency status. Being a UAE resident does not grant additional eligibility. Below is the eligibility status for the most common nationalities among UAE residents.

The Russia e-Visa application is completed entirely online. The official portal is straightforward, but applicants frequently make errors in photograph submission and travel date entry. Follow these steps precisely for the smoothest experience.

1. 1Go to the official Russia e-Visa portal: evisa.kdmid.ru. Use only this official government website — third-party sites charging higher fees are not endorsed by Russian authorities and provide no additional benefit.
2. 2Click "Apply for Unified e-Visa" on the homepage. You will be asked to confirm your agreement with the portal terms.
3. 3Select your passport-issuing country from the dropdown. The system will instantly confirm whether your nationality is eligible.
4. 4Enter your personal details: full name as printed in your passport (including all middle names), date of birth, sex, nationality, and passport number. Accuracy is critical — any mismatch causes problems at Russian immigration.
5. 5Enter your passport expiry date. Ensure your passport has at least 6 months remaining validity beyond your planned Russia departure date.
6. 6Select your intended purpose of visit: tourism (most common), business, or humanitarian.
7. 7Enter your planned entry date into Russia and the border checkpoint you will use. If flying to Moscow or Saint Petersburg from Dubai, select the corresponding airport from the dropdown.
8. 8Upload your digital photograph. Must be a JPEG file, minimum 600 × 800 pixels, with a plain white background and neutral expression. No glasses permitted.
9. 9Review all entered information carefully on the summary page. You cannot edit your application after submission.
10. 10Pay the USD 52 fee using an international credit or debit card. Payment is processed through a secure Russian government gateway.
11. 11Save your application reference number from the confirmation page or email.
12. 12Check your email for the approved e-Visa. Processing takes up to 4 calendar days. The e-Visa document will be attached as a PDF.
13. 13Download, print (in colour), and sign your e-Visa. Keep it with your passport throughout your trip.

The Russia unified e-Visa is only valid at 90+ designated border checkpoints. Most UAE residents fly directly to Moscow or Saint Petersburg, which are both covered. However, if you plan to enter Russia overland from a European country, you must verify your land crossing is on the approved list.
